    I don't think it's really exclusive to any particular country, and it's not so much of a dessert, or at least a complete dessert. It tends to be a topping/flavor (e.g. chocolate chip cookie dough ice cream) or ingredient (e.g. to make cookies obviously, but sometimes an ingredient for cakes and other baked goods).

    Personally, I don't care too much about raw chocolate chip cookie dough, but it tends to be better with a full recipe (like as an ice cream flavor).
