    Tank junglers are now in META because of strong jungle so i would say that the strongest jungler is Volibear. He is very strong and when he runs low with HP his passive is there to save you :D. Also he has very good engage and disengage :)

    Tank junglers was in meta patch before,but now,fighters are strong too.... cinderhulk's nerf backed fighters in meta(tanks arent most op now),good move from riot
