    Riot made this new thing that new accounts (low levels) have different rotations.
    It is because new players need to start off with some easy champions and that is why 75% of them are 450IP, they are the easiest to play with :)

    This came in Patch 4.1 : "Players new to League of Legends will now have a static roster of free champions to play during their first few levels; after which, they will use the normal Free to Play rotation"

    Maybe riot problem EUW the worst server ever !
    Today i played LoL and i was like a ghost i was walked trough inhibitor LOL i have problem with shop i press and game little stun.

    That is because it is smurf acc. new players can't play with syndra or other hard champs so they replaced them with ryze etc.

    It's not a bug, L0LChampz explained it above...now I can play Nidalee until I can get hang of her and buy her on the other acc :)
