    I tend to think the modern GTA franchise is violent, and yet popular. It's the exaggeration and portrayal of crime in an urban city (you have gangs, heists, crime, vehicular theft, and all sorts of things that define violence), and even though some of the games have an ESRB of M, a lot of kids seem to play it. What makes it different from shooting games is that there actually is a story encompassing violence, while shooting games are most of the time competitive rather than violent.
