For Junglers like Udyr and other Boots of Swiftness are better but for Lee Sin Boots of Mobility..

It depends on who are you looking to build on these. Lets say u are talking about thresh. On thresh mobis are better because of the higher speed and possible Q hook and potential kill. But on some1 like lee i would avoid because of the positioning in teamfight, you are between the fight and your mov. speed will be so low and will be hard to escape if they turn the table and actually win tf vs you.

 

If you're not going to fight much, you can take mobi boots on support or jungle mostly, for all the rest swift boots. However there are much better options to chose apart from these two

Boots of Swiftnes for sure

 

I preffer boots of swiftness over mobi boots.Once you enter the combat, boots of mobillity are kind of useless if you want to go through their team and reach their adc, passive is disabled. I preffer boots of swiftness because the move speed you get is permanent, and you won't lose 65 movement speed and you can't be kited that easy.
But on other hand, boots of mobillity are a must on certain champions who need movement speed (Nautilius, Thresh, maybe Lee Sin).

Boots of Mobility are better for junglers who want to rome

 

Both are good

 

I prefer Boots of Swiftnes
