    I'd take Soraka if I have mana hungy ADC like Ez or Varus or passive ADC that needs items and lvl to deal enough dmg like Vayne, Kog'Maw ot Tristana.
    But it's much more fun to play Morgana, use flash to get in middle of enemies, ult and use Hourglass XD Wrecks them.

    Anyways, it depends. They have different roles in teamfights and in lane as support. One is for sustain, other to make big plays happen.
