    People visit whatever place Riot employees are (it was a tent at Pax for example). Riot employees give those code cards to visitors. This is done on pretty much any event. They look like this:

    The thing is, Riot changed their policy about these codes so they expire sooner now. Like 3-5 days after event finishes because people used to sell codes of old Pax skins since they didn't have expiration date (they are expired now).

    Back to the point, people get these codes, bunch of them for free and tend to give them away using Twitter, Facebook, Twitch.tv and so on since they'll soon become just a worthless piece of paper. If you're willing to take your time finding codes you'll easily get your hands on few of them.
