Well if you watched lcs you could see hai from c9 playing a lot of soraka and they won most of the games. He played soraka because sneaky(c9 adc) played corki and meteos (c9 jungle) played evelynn or others who need mana. So that answers the question. She is very safe laner and should be played only in specific team comps IMHO(in my humble opinion).

 

Trust me, she is not better as a support. She is too squishy in this meta and doesn't have a lot of cc (only silence). Heal has too long cd and she lacks a lot of mana and if you go mid you can build tear or athenes and voila. But if you are a support you would need support items and you don't get a lot of gold and every single good thing about soraka would go to waste.

The new meta is that Soraka's better topper and midder then support. It's because of her poke and armor after she heals. Because of that she can sustain a very long time on lane.
