The troop cap is 400,000. The other numbers are only if you battle somebody else. If nobody comes close enough to you, you are stuck at 400,000. This is done for a reason and it is based off the past seasons.

That said, do not go above that cap (400,000) or there will be a penalty (I lowered you under 400,000 this time). This time the penalty will be severe, but it will also help to balance the game. For every 1,000 troops over the cap, you will give 5,000 troops each to a player on the opposing nations. Thus, anybody going over the cap will be helping their enemies. Just taking off troops has never been enough of a penalty to stop it. In fact, it was sometimes used for an advantage for somebody to drop down in to others ranges.

A detail or two could still be tweaked after seeing it in action, but I think overall this will help.
