Here are some Image Editors, along with links to official documentation if any exists. Feel free to suggest more applications.

    Free

    Paint

If you run Windows you should already have this program installed... it comes with the OS itself. Paint makes for a simple but decent image editor/maker. It lacks many of the features of the editors to come but it's also very simple and requires 0 install.

    Paint Basics

    GIMP

Open Source and Free for ever. Often called the Free Photoshop, GIMP is an excellent and very powerful image editor. It's learning curve is usually the main issue though.

    User Manual

    Paint.NET

A powerful and free image editor for Windows. I haven't used it much but it is consider around the net to be a pretty good program.

    Tutorials Forum

    Photoscape

Free photo editor for Windows and Mac, I haven't used it myself however have heard good things.

    Photoscape Intro

    Picasa, Picasa Web

Picasa by Google, it use to be an excellent simple photo editor but thanks to G+ has turned more into an identity crisis. Regardless, it's free and still a solid program... assuming you have a google account. It's also kinda more on the image editing side rather than image creation.

    Picasa Help Guide

    Flickr

I used Flickr for many years and o how it's changed over them, it's a bit like Picasa... except it hasn't gone completely insane. Flickr falls under the storage and touch up side... I can't say it's really for creation, however if you want a quick way to touch up, store and resize images... it might be a place to look.

    Flickr Help

    Paid

    Photoshop

Photoshop from Adobe has been the king of the castle for a long time now... it's also famous for it's HUGE price tag. If you have the cash and are into image creation, this definitely the program you should check out.

    Photoshop Help

    PaintShop Pro

Another paid application, PaintShop Pro is aimed at professional and carries a sorta hefty price tag. That said it's a very good photo editing program and could be worth the price if you're serious about this craft.

The third public test server will be launched on 16th December around 17:30 CET (GMT+1).

Update 8.10 is coming, and it’s time to test the changes! The World of Tanks development team needs to conduct a thorough test and they want you to take part.

The development team want to make the game as good as possible and getting your feedback is a big part of that. Taking part in the public test is your chance to let us know your thoughts and suggestions on forthcoming updates. This means we can review your feedback and make any further changes before the update goes live.

All World of Tanks players are eligible to take part in the public test as long as they registered before 1st December 2013. You don’t need to be an experienced tester to join in; you just need to be willing to try out as many of the new features as you can and send us your feedback!

    Main Features of Version 8.10
    New Japanese Tech Tree
    2 new Soviet medium tanks
Added Type 3 Chi-Nu Kai Japanese Premium medium tank to the in-game shop
Added Type 64 Chinese Premium light tank to the in-game shop
    New Japanese map: “Hidden Villageâ€
Reworked the topography of the following maps: 'Karelia', 'Mines', 'El-Halluf', 'Airfield' and 'Steppes'
Added new vehicle behaviour for the event of ammo rack explosion
Added the possibility to shoot through some objects with AP and APCR shells

For the full list of changes, please see the Patch Notes section below.

    How the Public Test Works

When it is time to run a public test, the developers will release a test version of the client. This can be downloaded by following the instructions below. Make sure that you follow all of the instructions carefully, so that you don’t accidentally cause problems to your main play account.

Your test client account will usually be a copy of your play account, meaning that all the vehicles purchased and research that you have completed will be the same. However, please note:

The test account is completely separate to your normal account. Achievements and research that you complete on the test client will not be carried over to your play account.

Financial transactions are not possible on the test server and payments will not be accepted.

Depending on the needs of the test, your test account may be credited with gold, credits or experience.

The test server is subject to the same EULA and general rules as the World of Tanks game server. This means that you still need to play nice, or face the usual consequences just the same as on the official game server.

All test accounts will receive a one-time credit of:
    100,000,000 free XP
    100,000,000 credits
    20,000 Gold

The rate of credits and experience gain will not be increased for this test.

    Feedback

Once you have logged into the test client, you are encouraged to play as much or as little as you want. Feel free to try out all the new features and see what you can do!

Once you have been playing for a while, please let us know your feedback by posting to the special forum thread. The community managers will collect up all your responses on the thread and send them to the developers.

The sort of feedback we are particularly interested in includes:
Any bugs or glitches that you have found in the game. Got stuck in the scenery? Game crashes when you do a certain action? Tell us all about it!
Honest feedback about vehicles and game mechanics. If you think something doesn’t function well, then please tell us.
Anything you particularly like? Do you love the new stats for a previously underpowered vehicle? Confirm to the developers that the community is now satisfied with that feature, letting them focus on other new improvements.

How to Join the Public Test

Eager to get going? Follow the instructions below to join the test!
    1. Download the test client installer.
    2. Make sure you pick a save location that is different to your regular World of Tanks game files. Save and run the installer. (9.2 MB)
    3. Run the new copy of the game. The launcher will download all the additional data (5.93 GB).
    4. Log in and start playing. Remember to post your feedback to this forum thread.

Please be aware of the following:

In order to make the test experience more efficient, it may be necessary to limit the number of players on the test server. . If the server is full when you log in, you’ll be placed into a queue.

The test server will be restarted regularly, according to the following schedule:
First Periphery: 05:00 CET (04:00 GMT) daily. Average duration will be around 25 minutes.
Second Periphery: 06:00 CET (05:00 GMT) daily. Average duration will be around 25 minutes.
Central Database: 07:00 CET (06:00 GMT) daily. Average duration will be around 2 or 3 minutes.

The test server may be subject to unscheduled restarts and maintenance.

And of course, remember that it is a test server! This means that you may encounter bugs and temporary features. Everything in the test version could change before the final release.

Thank you for taking part in the public test! Good luck and have fun!

    Tankers!

With the Japanese Tech Tree approaching in version 8.10, I was excited to be able to test out and give my impressions of the tier V Type 3 Chi-Nu Kai medium tank.

A response to the unstoppable presence of the American Sherman tank in the Pacific Theater, the Chi-Nu was armed with a potent 75mm high-velocity gun. A second version, the Chi-Nu Kai, was outfitted with an even more powerful 75mm cannon. It bears the slightly unfinished look of a tank thrown together in a hurry, which it was. Only one prototype was ready by the end of the war.

The awkward, yet oddly charming appearance left me a bit unsure as to how to treat it. Was it a swift medium to be driven up the flanks, or a sniper seated behind the first line of resistance?

    Clearly, this required some experimentation.

    --------------------------------------------------------------------------------

Before I took it into battle, I noted the Chi-Nu Kai's high level of hit points for a medium, and the relatively low hull armor, as well as the top speed of 38.8 kph.

I resolved to treat this tank as a slower, slightly better-armored Wolverine, and utilize the good turret traverse and high fire rate of twelve rounds per minute to provide second-line support.

To get an unbiased impression of this vehicle, I started it with a crew trained from an issued 50% to 75% with Credits, with mounted vents, and a gun rammer.

As I was playing support, I also mounted a binocular telescope to add to my view range.

(I cannot recommend highly enough purchasing at least one of these beauties. It is basic equipment which does not cost Gold to demount, and can be moved between any vehicle, buffing their view range by 25%, excellent for a stationary sniper. )

On my first round, I was not yet used to the Chi-Nu’s constrained speed, and managed to maneuver myself into a disadvantaged position, taking hits, and bouncing three rounds off the side and front of a well-angled T1 Heavy.

While the top speed was not impressive, I was impressed with how quickly the Chi-Nu reached it and even maintained it on hills and rough terrain. The power-to-weight ratio is excellent, and the gun, when it penetrated, hit hard.

Undaunted, I resolved to try again on El Halluf, where I utilized cover and played second-line support, peeking over hills and rapidly repositioning over rough terrain.

I managed to score a victory, my first of the day, earning a Second Class Mastery Badge, 1,956 XP and 33,412 Credits, having fired none of my seven gold rounds (affordable for 2,800). If you get a piece of anybody, this tank is an excellent Credit earner, and boasts one of the most powerful tier V guns.

    Pros:
    Decent maintained acceleration
Excellent gun depression, 12 RPM acceptable rate of fire for a 75mm premium gun
Surprisingly punchy -- when it hits, it hits hard
High-seated gun, and can make excellent use of terrain

    Cons:
    Low top speed
450 HP is a bit low for a slow medium

It occurred to me after a few more battles that the Chi-Nu not only resembles a healthier but slower-shooting American Wolverine in playstyle, but with the high rate of fire, good penetration at its tier, and consistent maneuverability, it plays in a very similar manner to the German Tiger I tank with its deadly top 88 gun, and only seeing tier V/VI/VII matchmaking, instead of the Tiger’s VII-IX, of course!

If you want a tier V with Tiger-styled support gameplay at tier V, and like accurate, high-penetration guns, get this tank. If you are more of a brawler, or have a need for speed, this may not be the best tank for you. Something like the Churchilll III for brawling or the T-25 for speed may suit you better.

The Chi-Nu Kai never saw combat in the war, but in your skilled hands, it can make the enemy rue the day you got them in your sights!

Good Hunting, and see you on the battlefield!
